Yes, that is my understanding as well. It is very curious to me that the Bush team are promoting an inoculation against a hypothetical threat. This defies reality, and history.

FWIW, the last time there was a major incident involving small pox in the U.S. occurred in the 1950's in New York City when an infected individual flew into NY from Asia. In this instance, prompt quarantine techniques and vaccination on a regional basis was able to prevent the spread of the disease.

This is information I gleaned from Laurie Garrett's "Betrayal of Trust". An excellent introduction for the general reader to the subjects of communicable and transmissible diseases, the history of public health in America and biowarfare.
