They will rationalize until the cows come home, but N. Korea presents a much clearer threat, and yet N. Korea is not a focus of US military.

N. Korea is leagues above Iraq in weapons technology, and they, unlike Iraq, have directly threatened the United States, and are clearly engaged in nuclear development.
They possess long range missiles, and are developing even longer range ones. They have WMDs. They don't have oil. But they are not on the top of the priority list at the moment.
They have in the past threatened and blackmailed their neighbours and the US to provide them with oil, food, etc., all the while maintaining their virulent military. Maybe Iraqi oil tankers to Hanoi?
Why the uneven approach? Everyone has opinions, but this New World Order is just beginning to show it's teeth. U.S. economic hegemony and military might are now one and the same, each dependant upon the other, and acting in unison to support the other. Economic power at the end of a gun. It is a frightful spectacle, but that is how it has been done throughout the ages. All this cloaked in certainty and righteousness while invoking lofty principles and God as justification for war and regime change. This New World Order was started by the Father, and now enthusiastically executed by the Son.
The UN is irrelevent. The Euro zone has no power. Their frustration is apparent. Russia has long since been sidelined. Asia is now starting to understand. Only some of these upstart little dictatorships stand in the way of total global US domination. And they too must be wondering when the bell will toll for them.
What we are looking at is a world dominated and administered through US power. That is the New World Order with the US at the Apex. Conformity will be a necessity. Who can stand in the way?
These are some of the views I have come to recently. The message is this. If you want to get along, you have to go along. The only point of view that ultimately matters originates in Washington and New York. My only hope is that this power will be constrained and executed differently then those of previous empires, because it is bigger than anything gone before. Will this power be used justly, will it be benign, or will it morph into something much more sinister?
