The UN passed a number of resolutions that placed a mandate upon Saddam Hussein to give his complete cooperation to the inspection teams. He didn't do so. Hans Blix agreed that the Iraqi's had fallen short of full cooperation. For instance, Inspectors never got Iraq's cooperation as regards interviewing his top scientists.

If Hussein were completely innocent of manufacturing and maintaining WMD's it's got to make you wonder why he chose not to be more cooperative. Whatta goof!!

However, as you suggested the USA did not get a specific final go-ahead from the UN. It was the US position that the UN was failing to enforce their previous resolutions and that it had become a body entirely to willing to except the status quo.
