Excuse me, the US has asked Russia and France to forgive their Iraqi debt [which is considerable] but we don't want to cut them into the action.

It isn't about "cutting them in" -- it is about their lack of responsibility in dealing with the problem. As far as I'm concerned, if they want to be friends with the wealthiest nation in the world, they need to be thinking about what they can do to make amends.
