Very simple, nations, internationally, agree on a law, and then it is defined as international law.

Some few don't, but that does not change the definition of "international law".

Instead one can defne those nations who do not agree nor follow international law.

Simple thing, except for some?? Often with their heads deeply embedded in the sand
searching for the true law.

One result is that the serious debate on international law is usually done with the
head below but often still between the knees, maybe waiting for another true
and natural dropping.

Evolved nations usually have political parties with actual seats in congress for those natural droppings.
