Noriega was President of Panama. Grenada was over with in 2-3 days. As I mentioned in my post I didn't think it reasonable to include short term conflicts as the same as a major war. The Bay of Pigs was pre-Vietnam and although it was certainly CIA inspired it consisted almost entirely of exiled Cubans. That debacle was also over with after a few days.
