llmarinen, gerrymandering and the 'rotten boroughs' in the UK are two methods of keeping power by manipulation of populations and boundaries.
I happen to favour a system where we are all divided into groups of 20-30 close neighbours....we elect a leader from among our 20. These then join into a group of 20-30 leaders and then elect a leader from among them and you do that thre or four times and you end up with a a leader. This leader will then be at the head of his cabinet of 20-30 and they will choose professional managers to do the running of the country. Every month each group of 20 meets and has a discussion and an election. A leader can lose. Next round, same thing. A very dynamic and fast moving system will evolve. There will be zero career politicians in it...good.
The US cities I see that hire city managers and just use the elected mayor for functional appearances seem to be a lot better run than ones where a popularity contest picks the mayor who then runs the city.
Same with school years. In my grad year we elected the most popular grad to be the communicator. he never sent out one letter and the grad year scattered and now at re-unions we are underrepresented compared to other years who chose good administrators for the small task.
Same with mayors. In Toronto we have a person whoul would be in jail if all was known, yet he is mayor.
