The whole point of a riot control agent in the Rumsfeld scenario is to flush out those hiding in buildings or bunkers so they can be mowed down.

Riot gas is almost never used against armed combatants because it doesn't act fast enough to prevent them from using their weapons.

They use it against those who are already using their weapons but aren't willing to stand in the open with a target on their forehead.
