<When the people get over represented>
That is difficult to understand, you probably do not mean "the people" vs "the aristocrates" or "the corporation" nor "some elite"??
The idea with the "splnter groups" is to have a center-based-consensus system, that the extreme, non-consensus groups are not necessarily needed, but still represented and free to talk, participate in the congress, public debates,etc.. that is, out in the open, alone and willing, well defined...
What many call "the goal of the 21th century" after universal suffragate,etc was achieved in the 20th century.
That is, what most nations are working on, both "old nations" and especially "young nations", for example UK and all the former east block nations, most former colonies and (even) China.
Consider, for example our "situation", a fairly even 30-30-30% split between right-center-left, and some 40% in more or less small paries, some fairly stable, some who come and go.
Symbolized by, for example
x-1-1-1-y (extreme-right-center-left-extreme)
With this constellation (majority) governments can be formed either with or without the small parties, something which minimizes an unproportional impact by them.
for example (0 or missing = in opposition)
1-1-0 0-1-1 0-0-1-y x-1-0-0 etc,etc, even 1-0-1
Btw, note that for example UK does not demand majority government, but largest minority takes the power (one reason they are busy reforming, although it isn't easy with single-seat-districts, or First-Past-the-Post)
The elections for the representative body should obviously be secrete, but after the representants are elected there should be as little "secrete" as possible about what they are doing, another general rule.
If that would not be the case, the whole idea of an elected body would be nullified.
However, when there is a fear of assassinations, etc, or other very "delicate matters" secret ballots can have some very limited position.
That is, like "term limits", a measure on how disfunctional a political system is.
Better an open, public, visible currency than a secrete black market variation...
Btw, small parties with seats and right to speek in parliement are just drooling on the chance to expose stuff like this (bottle of whisky votes) between the major parties, as well as the other way around, and additionally between the major parties if there are more than two

Btw, one version of 2-party systems are socalled 2-block systems, like 1-1-1-1 which easily becomes 2-2, reverting back to 1-1.
The nations with major or minor 2-block problems are, unluckily, numerous, allthough they all work to "fix it", both France and Germany are busy within that process. (which includes a balanced, stable evolution of both small extreme parties and a "viable, moderate center") |
