consumer debt as a percent of disposable consumer income.

Please correct me if I misread the chart you gave a link to. Does it not say that is a chart of PAYMENTS on consumer debt versus disposable INCOME? All that shows me is many have paid off credit card debt through refinancing home mortgages at much lower rates. It also shows lower interest rates on consumer debt providing lower minimum payments.

That doesn't at all show: "consumer debt as a percent of disposable consumer income".
