in terms is based on no understanding of multy-party systems.
Once again the keyword is "viable-center-based-consensus" in addition to PR and obviously
thus multy-party.

Most PR-MP nations use thresholds like 2-4%, even 5%, and some have mechanisms
to favor those who are capable of cooperation. (which means the really weird and odd ones
will have a slight uphill battle)
However, there is at least one PR-MP nation where 3% swings the majorities, we both
