This assumes, of course, that they do make any headway.

It's easy to assume that the next step the terrorists take will be a major attack on the US. This may happen, but I think it's very likely that their attention will be focused on Iraq. We will soon have a large civilian footprint there, and there will be many targets for terrorist actions. It will be very easy to move people and material in and out of Iraq, and there are plenty of potential recruits in the country: every former member of Saddam's secret police and Special Republican Guard, for starters. We cannot trust the Iraqi police, intelligence services, and immigration service, and we cannot use Americans in these roles.

Even a few successful attacks - and they needn't be enormous operations - would enormously complicate our situation there.

Our presence in Iraq will provide terrorists with a target that they can attack with less risk and cost thatn are involved with operations in the US. Our people there - and that includes civilians - will have to be very careful.
