If we ever want to win a war of order against disorder, a functioning system of multilateral dispute resolution will have to be created. I'm not sure that unilateralism advances this cause

It definitely needs to be a system that other countries buy into and do not struggle against. There has to be something in it for them. But when it has worked in the past, there has usually been one hegemon. That's why "Pax"'es tend to get named after somebody.
