The Arabs had made it PERFECTLY clear that they intended to attack Israel.

Nope, they did not. Furthermore, they did not attack Israel. Israel tried to bait them into it for years (e.g. the Lavon Affair), to no avail. The 1967 Israeli attack was out of desperation, because the Egyptian envoy was in Washington about to sign a peace treaty.
