These are not people that are terribly concerned with their own welfare. The OBL's behind the scenes may be less concerned about their own and their families welfare than the average normal person, but they're far more concerned than the fools they recruit to actually carry out their suicide missions. We won't eradicate terrorism totally any more than we have been able to eradicate armed bank robberies, the latter still take place despite the incredible odds against any success in the endeavor. Shutting down that summer vacation camp in Afghanistan has by any reasonable measure sharply reduced the ability of bin Laden to strike the US, if he's even still alive. Basically, deterrence is worthwhile and does help even if it isn't a panacea, and has to be a part of a larger program.
