That's one way to look at it. However I think that it is a much more reasonable interpretation to say that they sold risky technology but kept a close eye on it.

But if you are looking for culpability try the US. After all we were the ones who bitterly protested the Israeli attack while the French were the ones who made it happen.
...And don't think for one minute that we didn't know how easy it would be to misuse the technology. We probably even knew what the Iraqi's were up to at the time.
