That's because Bush is anything but about consensus.

Neither side was really seeking a consensus.

What I was talking about was non consensus but process. France and some other European countries care a lot about process in international relations, sometimes more so then the actual result of the process. The US in general has cared about results first, process only 2nd sometimes third. The Bush administration is definitely an example of this but it is not unusual in this regard.
