Clinton did not seize the chance to move to hydrogen, you're right. But actually the real problem started 30 years ago when Reagan 100% scrapped Carter's large clean fuels program. Reagan and Bush in power for 12 years and nothing happened. So Clinton would have had to build from scratch. He didn't and he should have. Now GW wont so someone new will have to.
