You left out Roosevelt in 37-38. They had 20 percent unemployment before the war spending kicked in 39. If you exclude Truman for lack of partisan same-party representation in the houses, you can do the same for Reagan, Bush 1, and a number of others. You may also have to set your clock back one year on awarding the responsibility for the job losses. Clinton's last fiscal budget terminated on Sep 30, 2001. His fiscal priorities were still by and large in effect until the first Bush budget for FY 2002. I think they can equally share in this recession's blame, but the large majority of the blame probably should be cast on both parties in the congress for the ill-conceived telecom and utility deregulation that contributed to the debt and equity bubble and the subsequent hangover.
