I'd appreciate it if we could limit discussion about whether the Chinese government is in any sense "to blame" for the spread of SARS. It really doesn't help us going forward in trying to figure out what will happen next.

My own take for what it's worth is that given the Canadians didn't do a great job even though forewarned of SARS, it is unlikely that a second-world health system could have done much to prevent it at the beginning, before anyone knew that this was a new disease. Remember the symptoms are pretty much indistinguishable from some fairly common existing diseases like RSV pneumonia or even 'flu caused pneumonia.
