Last night Passionate Eye had a full documentary on the situation in North Korea. They interviewed Albright, SK Security Advisor, CIA experts, Former Ambassadors, etc. The bottom line was that what NK wants is NOT nukes. What they want is security and normalized relations with US. But when Kim died, US assumed the regime will fall soon and stopped making good on its promises.

You suggestion would have worked 2 years ago. But I don't think you can convince the Koreans anymore to give up nukes. You may be able to convince them not to sell the technology to others and not to make more of them.
