This passage refers to the fact that two of the 9/11 hijackers were in America on student visas. American security is guaranteed by the Constitution. Protest is also allowed, making this a legitimate complaint.

There are mechanisms in place to alert school authorities when a student is absent for an extended period.

Under a perfect system, if the author presses the issue, compromises will be made and policy will be the result.

Democracy at work.

Here is the rest of the statement:

Given the tragic events of September 11, 2001, all nonimmigrant visas should be immediately halted in the interest of national security.

This too, is a little extreme imo.
