If we can buy some time, and seriously sit down with the Chinese and others to see what can be done to encourage internal change during that time, that will be good enough for me.

I suspect that our present negotiations in China are really "unilateral," with China as the middleman. If so, at least it gives us cover. Rumsfeld made an effort to get the negotiator changed from Kelly to Bolton. Got nowhere.
