The reason the Fed isn't adding permanent is because we're in an environment where the banks have large free reserves. That could change if we get back into a demand regime. The reason I mentioned it is because so many people look at the rise in the monetary aggregates and assume that the Fed is adding, but I've been counting up the coupon passes for years and they are adding next to nothing in the past year.
