The answer is completely innocent and simple. The first case to come to Canada was a traveler returning to Toronto. Because little was known about SARS at the time, proper quarantining wasn't enforced. The first cases came to Vancouver after more was known about the coronavirus.

I've relied on Canadian Broadcasting's "The National" and the Toronoto Star for my info.
