I think when NK asked for oil pay offs during last negotiations, we should have said we'll do so in lieu of joint investments (i.e. we buy labor, land, and so on in exchange for the oil). What we really need to do is change their system from inside out. That will be one way to curb their sale of weapons and at the same time make them a friendlier regime...I don't think we've tried this before.
