They took the step after that, who knows who will take the next step.

Software develpoment progress has often come from building on or enhancing in some useful way, something someone has done before.

In Microsoft's case you say it's not innovation when they take a good idea and expand on it then give control of it to a standards body.
In Sun's case when they take a good idea and expand on it, claim it as thier own, won't submit it to a standards body in fear of losing control, you call it innovation.
