I've got to disagree marginally with some of your post.

It is unclear whether US will be able to prevent a theocracy, at least one that says, We won and no more elections and no power sharing. In that event, hypothetically, I would think the rest of the world may do something about it.

I don't think the US has actually said anywhere that ""Iraq will not pay its debt to certain countries". Rather there have been some "suggestions" that France and Russia forgive the debt.

The argument for going after personal wealth is that most of the debt was for illegal arms build-up or palaces of Uday, Quesey and co or personal stash in Syria or offshore estimated at $6 billion or more. They have found I believe about 1.5 billion in good ole US currency hidden in palaces so far. Imagine how much is hidden elsewhere.
