Unfortunately, there was no SOP for 9/11. They did try as has been pointed out but too late. Again, for the conspiracy theorists to be right, you would have to have so many liars involved that the downside would be too much of a risk.

If it comes out, this rivals any evil deed in the history of mankind. Would the perceived benefit of an increased military build-up be worth the potential of going down in history as a Hitler, Stallin, Mussolini or Saddam?
