Yes, defining a market approach as a "change" is your definition of change.

My definition of change would be if the administration wanted a weaker dollar and tried to actively drive it lower - like the Plaza Accord.

Maybe the administration thinks their market approach will drive the dollar higher? That's even a stronger dollar policy although it meets your definition of change.
