I think it is more appropriate to say that "Strong Dollar Policy" was simply a promise that the administration will do everything it can not to upset the apple cart of economic activity. You cannot just force a currency, especially USD, higher in spite of sound economic ground. Both of your policies are market policies. But the foundations for the economic policy which in turn supports the dollar has changed.
