I think it is more appropriate to say that "Strong Dollar Policy" was simply a promise that the administration will do everything it can not to upset the apple cart of economic activity No. That is not a policy. Certainly not a "strong dollar policy". "Strong dollar policy" is exactly what it sounds like.
