My definition of change would be if the administration wanted a weaker dollar and tried to actively drive it lower

If you had understood my reference to Bernanke's speech, you would know that he went to great lengths to explain why printing money is a good thing. He explained how the value of the dollar would go down as well, for those of us who have forgotten our Econ 101. If you do not realize that this is a shift from strong dollar policy, I do not know what to say to make it clearer for you.

Maybe the administration thinks their market approach will drive the dollar higher?

Then:
(1) They are complete idiots
(2) It is NOT going higher. In fact, it is going significantly lower. You think that would give them (and you) a hint that this is not the case.
