That's not the way it would have been structured. No one would have to be ordered to "stand down" as an individual. There would simply have had to have been an absence of orders from the responsible commanding officers in order to perpetrate this crime. The pilots would be 'out-of-the-loop' in the world of 'need-to-know' secrecy that the Bush cabal has erected.
