I don't think you can make a case for the pilots being completely out of the loop. By the time fighters were scrambled, it would be virtually impossible for the pilots to be unaware of the situation. Analysis of time and distance shows the fighters were traveling at speeds in the neighborhood of 20-25% of max. If you've ever known any pilots, any excuse to go fast is a good one. Sort of like State Troopers on a car chase but more so. To suggest they putted along like old grannies, without instructions to do so, strikes me as being far fetched at best. They were generally traveling at approximately half the speed of sound, so it isn't even possible to make a case for not wanting to rattle a few windows with sonic booms (which would have been fully justified under the circumstances).

Some candid testimony from the pilots would be worth hearing. Not to mention how instructions were passed through the chain of command.
