Are you sure your above statement correct?

How can you say China and Russia and even France's nukes have no threats to US in reality or in the future? Whether the above countries are permitted to have nukes depends on if they are threats to US? Who made this rule or law?

Not sure yet, especially under the new situation shadowed by the US Preempt Strike policy.
