Maybe the USA is going to do a pre-emptive strike on a few key targets in North Korea and see what transpires after that.

The nuclear facilities, the leader and maybe a couple of other points of importance.

I doubt that King George II is of a mind to mess around and wait for threats to develop, North Korea to ship nukes to somebody or some other threatening behaviour to increase.

That's perhaps unlikely, but it's a valid negotiating method in jungle rules, which is what we have.
