This war is different. I cannot remember a war where the conquerors were scrupulous and the conquered were looters. Where the liberators gave freedom for the liberated to treat them with contempt. Old wars were conducted to tax the vanquished in order to support the victor. That is why Napoleon had to over-extend himself. This one taxes the victor in order to subsidize the vanquished. Most recent wars have been characterized by maximal destruction of the foe. This one puts the onus of construction on the victor.

Notice that no less than Newt Gingrich criticized Colin Powell for not building Afghan roads quickly. The reply was, not that this was an Afghan responsibility, but that roads can't be built in the winter. Yet the Afghans, who allowed al Queda to destroy the WTC and Pentagon and kill civilians, are not reconstructing downtown NYC. Hm...

And the US is called "imperialistic"?

The good thing is that if all nations played by these rules, war becomes a burden, and therefore less likely.
