It is more accurate to say the only groups that really fought Saddam were some of the religious groups. Given the brutality they had to face and overcome, it is not surprising they believe in fight more than civil dialogue. Option two in my suggestion was to allow the Iraqis experience the failure of militant politics in the time of peace while seeing to it that the situation will not get out of hand.
