I agree with Watts that e-mail users is an ideal group on which to test the hypothesis. They will just get some average number of steps; who knows, perhaps six will be the nearest whole number. If you raise the number of names in your e-mail address book to the sixth power, you've probably got a number on the order of one billion, so on second thought, the small number of steps is not so "astonishing."

I happened to mention the "six degrees of separation" last night, wrt spreading of SARS. And this has probably already been tested on the e-mail community, since the analogue is a computer virus.
