So its CONGRESSes fault when a GOP is Prez, but then its the PREZs fault when its a DEM -- do I have it right?

...so given that we are now COMPLETELY at the mercy of a GOP Senate, a GOP House, A GOP Supreme Court, and a GOP Prez -- WHO is to blame for our current fiscal deadlock/mess?
