The real reason ICO needed Globalstar??

As part of the Flex Order and the Realignment of the 2Ghz MSS Band. The FCC removed the 1990 to 2000 Mhz spectrum from MSS. This was done so to appease the CTIA's complaints regarding interference from MSS service into the PCS Band. However, only a very small percentage of the 2Ghz MSS Band was "internationally coordinated".. versus the Big Leo Band that was all "internationally coordinated". ICO with it's first mover advantage claimed the 1990 to 1993.88 Mhz as thier "slot". Which provided them with "international coordination". So by the FCC's reallocation of the "internationally coordinated" spectrum.. ICO was left with largely only North American Service Areas.

Not only did the Flex Order limit ICO to less than 4 Mhz of paired spectrum. It also limited them to a largely "North American" service territory.
