Nor militarily convenient, to keep 200,000 troops sitting on their arses thru the brutal Kuwaiti summer (it regularly reaches 120 degrees in Kuwait, and it's humid besides). In fact, extraordinarily inconvenient from every angle, including the projection of weakness and indecision that it would have involved.
