The reports seem to indicate that 9 were killed not 60. Still it is awful. Also it seems that hostile fire set it off.
Are troops to blame? The stuff was put there by Saddam, was impossible to move without danger. They've been trying "controlled explosions" to get rid of the stuff.

Let's see how the facts come out before making stuff up.
