Bush always lied indirectly -- he had Powell do his lying for him because Powell the credibility to pull it off. Bush was very careful through the whole process to repeatedly grossly mislead the American people about WMD and about the role of Iraq in 9/11 without ever being in the position of being caught red-handed. The White House was very successful at misleading the American people to create a pretext for war.
