JDN, the alternate approach to adjusting the P/E up/down is to look at their client base as an ongoing source of increased revenue. I think of each client as an oil well and each contract as a license to pump oil. At first they are allowed to pump out a small amount and prove they can convert the crude to something useful. Then they get the go ahead to pump some more... until the client just says "go fer it" (g). While companies don't necessarily want to remediate their entire codebase, with hundreds of millions of lines of code sitting there, that's a nice chunk of change.
