approval ratings matter some, but when you have these issues that really propel the swing voters, polls can really miss the mark. Like in 98 when the polls were predicting a republican landslide, all the swing voters (a lot of whom don't ordinarily vote) came out in protest of those impeachment hearings. Republicans went down hard and Gengrich lost his job, absolutely nobody was predicting that unless of course you were one of those swing voters where it was quite clear there was a fair amt of disgust.

One area that Bush has in his favor that dems think will work against him, is the economy. I think by 04 we will be in recovery mode so that isn't going to be the big drag some think. But there will be huge deficits to deal with.
