You seem to arbitrarily combine fact, with fiction, with innuendo, with inconsequentialities. If proper procedure was followed, all 4 planes would have been intercepted before reaching their targets. From the time it was known a plane was off course and had ceased transmitting, 15 minutes max is what the Air Force is trained for. A comedy of errors is the least likely explanation, and the lack of an independent public investigation makes it even less probable.
The obvious slow down could have been accomplished with a tactic as simple as that used by shoplifters. One person distracts the clerk while the other pulls the job. By the time the clerk realizes something is going on behind their back, it's too late and the distracter can't be connected with doing anything illegal.
