But it seems to me that its more then just an inference about the shape of the curve. The utility of the 2nd paper would have to be very low, not just a lot less then the 1st paper. If it wasn't very low then there would be an incentive to take a second or maybe even third paper.

In fact, sometimes papers are stolen, just presumably not often enough to be worth preventing. The curve could be far different for different individuals. Some people might want packing material or to train dogs.
