As i remember civil defense, it was designed purely to save the population from a russian attack. We had little knowledge of the effects of nuclear testing and had a naive faith in the ability of the US government/militray not doing things that would knowingly harm its own population. Most of us figured it was lack of knowledge on the part of government that caused the tragedies you allude to. Some saw darker motives and the events of the 60s and early 70s seemed to strengthen that view. I am still a believer in it being mostly accidental my view is not naive enough to rule out foul play. I remember watching films of american soldiers close to a blast ducking for cover and turning away from the blast. Its hard to believe now that the military wasnt trying to find out what the effects of a nuclear blast would be on these units short term with concern or much thought for long term problems. Mike
